Does cargo insurance cover the same risk as CMR carrier liability?

No — they cover different things at different levels. CMR carrier liability under Article 23 is mandatory and caps the carrier's exposure at 8.33 SDR per kilogram of gross weight lost or damaged — approximately €10–11 per kilogram at current SDR rates. For a 200 kg consignment of medical equipment worth €40,000, the CMR ceiling is approximately €2,000. Cargo insurance is arranged separately and covers the commercial value of the cargo — not the carrier's liability ceiling. The two operate alongside each other: CMR defines what the carrier owes; cargo insurance covers what CMR does not.
