What is the difference between a binding tariff ruling and a commodity code I assign myself?

A self-assigned commodity code carries no legal protection at the EU border. If a customs authority disagrees with the classification, the goods are reclassified and the difference in duty is collected — including across prior shipments in an audit. A binding tariff ruling is the customs authority's own classification decision, binding on all 27 EU administrations for 3 years, and removes that reclassification risk before the goods move.
