What is the difference between a carrier and a freight forwarder?

A carrier takes the goods into its charge and moves them, accepting responsibility for them during the journey. A forwarder arranges the movement without taking charge of the goods, contracting carriers on the customer's behalf and managing the documentation. Both appear in the same freight transport chain, and only the carrier ever has the goods.
