Is merchandise the same as goods?

Every merchandise item is goods; not all goods are merchandise. Goods is the neutral term covering anything transported, and it is the word transport documents use. Merchandise adds commercial purpose on top of it. A pallet of equipment travelling back to a manufacturer for repair is goods without being merchandise, because nothing is being sold.
