What is an NVOCC and how does it differ from a standard freight forwarder?

An NVOCC (Non-Vessel Operating Common Carrier) is a freight forwarder that issues Bills of Lading under its own name and assumes full carrier liability to the shipper without operating any vessels. A standard freight forwarder issues a House Bill of Lading and acts as the shipper's agent — the shipper's contractual rights run against the forwarder, not the vessel operator. An NVOCC removes this two-tier document risk by making itself the legal carrier in the shipper's contract, giving the shipper direct recourse against the NVOCC for cargo damage or loss regardless of which shipping line physically carried the goods.
