What is the difference between LTL and partial?

Transit time separates them in practice. An LTL consignment moves through a terminal network on a schedule built around consolidation, waiting for trunk runs and sorting cycles at each depot. A part load runs between fewer points and reaches destination faster on the same lane, because it bypasses the sorting cycle entirely rather than queuing inside it.
