Do intra-EU shipments require customs clearance?

No — goods moving between EU member states travel within the EU customs territory and are not subject to customs clearance, export declarations, or import duties. Customs procedures apply only when goods cross an EU external border — entering from or departing to a third country. The United Kingdom became a third country on 1 January 2021, so all UK–EU shipments in both directions now require full customs clearance regardless of value or weight.
