Does every chemical product require a Safety Data Sheet?

An SDS is required under REACH for substances and mixtures classified as hazardous under CLP, for PBT and vPvB substances even when not CLP-classified, and for substances on the REACH SVHC Candidate List present above 0.1% w/w in an article when supplied to a professional user. Non-classified substances — those meeting no CLP hazard threshold — carry no SDS obligation. For freight purposes: if a substance has no SDS and is genuinely unclassified, it falls outside ADR scope. If a classified substance arrives at booking without an SDS, the shipper must obtain a current one from the manufacturer before the ADR transport document can be correctly completed.
