Is freight transport governed the same way in every country?

The activity is identical; the law is not. Carriage entirely within one country falls under that country's national transport law. Carriage between two countries falls under the CMR Convention where at least one of them is a signatory, which brings different liability rules and a different compensation basis to the same physical movement.
