What does a partial shipment mean?

Two different things, and the context decides which. In freight, a partial shipment is a partial truck load — freight occupying part of a trailer. In order fulfilment, a partial shipment is part of an order dispatched while the remainder follows separately. A supplier's dispatch note referring to a partial shipment means the second sense, not the first.
