What is the difference between a binding tariff ruling and a Binding Origin Information decision?

A binding tariff ruling classifies goods under the correct HS code — it determines what the goods are for tariff purposes. A Binding Origin Information (BOI) decision determines where the goods originate — relevant when preferential duty rates or trade agreement quotas depend on declared country of origin. The two instruments answer different questions and are applied for through separate procedures with the national customs authority.
