What is the difference between customs compliance and trade compliance?

Customs compliance covers the procedural obligations at the border — export declarations, import declarations, duty payment, and document submission to the customs authority. Trade compliance covers the broader regulatory framework governing whether goods can move at all — product standards, export licences, sanctions screening, and preferential origin rules. Customs compliance governs the border process; trade compliance governs whether the goods are permitted to cross it.
