Who pays demurrage — the shipper or the consignee?

The consignee pays demurrage on import shipments, because the charge results from a failure to collect at destination. Under DDP and DAP Incoterms the seller carries the cost as part of the delivery obligation. Under EXW, FCA, and FOB the buyer carries it. A bill of lading assigns liability to a freight forwarder where the forwarder caused the delay through incorrect documentation.
